The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are conducted: positive announcements are released from various governments. Immense energy is expended on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track rocket firings from enemy soil, a capability enabled by timely intelligence. From observation points, military aircraft that had been scrambled to counter approaching aerial threats streaked across the sky – modern combat jets delivered to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a incoming threat. This was a modern interception technology at work, most likely supplied through partner states. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly becomes sober acceptance: possibly the approaching threat won't cause damage this time, protecting urban areas from devastation and additional electricity failures.

Persistent Threats

Soon after, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the morning news: seven people killed, damage and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are evidently unprepared to fill in the near term.

Unsuccessful Negotiations

The 28-point plan from American leadership generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new approach from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This cycle will, certainly, continue.

Tactical Assessments

It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington works based on a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is unrealistic to compel Moscow to abandon the land that it presently holds in Ukraine's occupied territories.

The issue is that while recognising this factual reality, Washington does little to deter Moscow, through words or deeds, from believing that the situation will not evolve additionally in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a complete military breakdown until situations evolve in its favour.

Current Realities

Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: personal goals to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.

These opposing factors are influencing discussions.

Summary and Prospects

It took a only one week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all did their job.

While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
